are still dedicated to covering the city and surrounding area, despite the fact

| PNA hires new communications manager |
|
The PNA is pleased to welcome Marie Elena How e as its new Communications Manager. Marie Elena graduated from the University
of Maryland with a degree in journalism. She then worked for two years at the
York Daily Record/Sunday News as the Weekly/Web copy editor where she helped to
update, maintain and create parts of the newspaper’s Web site. She also
assisted in producing FlipSide, the newspaper’s weekly entertainment magazine.
She left YDR and worked for eight months as an assignment editor at WHP CBS 21
News. As communications manager, Marie Elena will be responsible for putting together
Headlines & Deadlines, reporting on and photographing PNA events, updating and
maintaining the PNA Web site and other communications-related tasks.

| Newspaper Carrier of the Year: Deadline to
enter July 18 |
| The Pennsylvania Newspaper Association
is looking for the youth, adult and senior newspaper carriers of the year. Each
member newspaper can nominate up to two carriers in each division for the award.
The deadline to enter is July 18.

The Reader Initiative Award
honors the efforts by Pennsylvania member newspapers that accept the challenge
to create a community of readers through innovative initiatives. The deadline
to enter is Friday, August 14, 2009. Click here for more information or to download a copy of this

Pennsylvania Newspaper Association’s membership directory is now available online |
|
Non-members will have access to basic member information
(company name, city, county, zip code, phone and Web site), while PNA members
and paid subscribers will have access to the premium edition, which provides all
of the information included in our printed directory.
Members
can access the premium edition by entering their user name and password. If you
haven’t accessed the Web site before and aren’t sure if you have an
account, click on “Find Me” and enter the information requested. Your
user name and password will be sent to you. If you get a message indicating the
system can’t find your information, you will need to create a new account.

Journalism Program |
|
The PSNE has reached out to select Pennsylvania universities
to share top student work with Pennsylvania newspapers for publication. The first
submissions can be found on PSNE's Web site at: www.psne.net/psuprogram.aspx;
others will follow as the program expands. Pennsylvania editors may publish the
stories in print and/or online. Papers using the content are asked to notify the
respective student adviser and the student when they use a story, and to send
a tear sheet to the student as well.
Send feedback on this initiative to the PSNE, and the board
will discuss how it's working and how it may be expanded. Feedback should be sent
to bheisse@centredaily.com or teresas@pa-news.org.

|
After a Republican-Herald reporter was removed from
the graduation ceremony, the paper filed an open records request for copies of
the school’s graduation attendance policy. No written policy exists, which
is, in PNA Lawyer Melissa Melewsky’s view, what lead to the problem.

Education Association claims records about a teacher were improperly released |
The Erie Times-News ran information about Denice Manus’ dismissal
after receiving two labor arbitrators’ decisions from the Erie School District
in response to a request under the Right-To-Know Law. The education association
filed a charge of unfair labor practices against the school district.

| Some think public notice changes might not be taken
up until the fall, but new legislation is introduced |
|
With the budget debate continuing, public notice legislation may take
a back seat, according to Sen. Chuck McIlhinney (R-Bucks and Mont.). Just
this week, however, Rep. Tom Creighton (R-Lanc.) introduced HB1757, which would
take public notices out of newspapers and put them on a government Web site.

| UPDATE: Complete Wachovia Arena contract released to the Times Leader
(Wilkes-Barre) |

Two days after the paper
filed an appeal with the state Office of Open records, the Luzerne County Convention
Center Authority provided the complete copy of the contract. The authority had
previously provided a copy, but the dollar amounts and percentages were blacked out.

| ACLU seeks to quash subpoena to Las Vegas Review-Journal for information
about online commenters |
|
The subpoena seeks information
about two online readers who commented on a story about a federal tax fraud case
against business owner Robert Kahre. Prosecutors consider the two comments threats,
but the ACLU says they are not serious.

The Chronicling America Web site will eventually contain 20 million pages
of historic American newspapers from 1836 to 1922. The Library of Congress and
the National Endowment for the Humanities run the program, which recently posted

| Questions raised about AP’s new social networking guidelines |
The new guidelines, updated by Associated Press editors last week, prohibit
employees from posting material about AP’s internal operations on their
own personal pages. The News Media Guild plans to meet with management about
the issue.
